This week, the media and White House rushed to catch up as the first arrests and indictments in Robert Mueller's special investigation into foreign meddling in the 2016 election were announced. But in the very early stages of an investigation like this—which may involve an unknown number of eventual indictments—the silences can tell us as much about what's going on as the details.
