Mayor issues an order allowing restrictive measures, which the City Council describes as solitary confinement, at Rikers

Over the weekend Mayor Eric Adams declared a state of emergency in New York City jails. At the same time he issued an unusual executive order that allows city correction officers to continue using restrictive measures … which City Council describes as solitary confinement … on detainees at Rikers Island jails. The ban on solitary confinement was supposed to go into effect this week. WNYC's Matt Katz joined Morning Edition to explain what happens next.
