Mayor de Blasio and Governor Cuomo are billions of dollars apart in their calculations of who should pay what for repairing and rebuilding the MTA. Greg David, director of the business and economics reporting program at The CUNY Graduate School of Journalism, a contributor to Crain's New York Business and the author of Modern New York: The Life and Economics of a City (Palgrave Macmillan Trade, 2012), parses the numbers. 

Then, Assemblyman Dan Quart (District 73) joins to discuss possible solutions to fund the MTA.
