New Jersey single-use plastic and paper bag ban went into effect earlier this year, but it has had some unintended side effects. New Jersey State Senator Bob Smith (D-District 17), chair of the Senate environment and energy committee, talks about how they might amend the law to cut down on the large number of reusable grocery bags people are hanging on to.
