Vision Zero: how did Hoboken do it?

The New Jersey city of Hoboken can boast a major accomplishment; they were the first U.S city to achieve Vision Zero. That means they've made enough improvements to the roadway system that in 2018, they recorded zero traffic related deaths. And the city of roughly 60-thousand people has kept it up since.
