Tin Cup Day is when mayors from across New York come before state lawmakers to ask for money on behalf of the municipality they represent. The term is somewhat tongue-in-cheek – picture a mayor coming to Albany with a tin cup, tapping it as they're asking for more money while outlining non-fiscal priorities. In this case, that bag of money is Governor Kathy Hochul's $227-billion budget plan she presented last month.
