The mayor has said that the grand jury is "the first chapter" in the Eric Garner case and has promised re-training for NYPD officers to address interactions with civilians. Rocco Parascandola,  NY Daily News Police Bureau Chief, explains what the changes are and discusses a pilot program, launching today, to put body cameras on nine officers in three precincts in the Bronx, Brooklyn, and Staten Island.
