Why New Yorkers are seeing big price spikes on their electric bills

People's electric bills typically tend to drop during the winter months. But over the last few weeks, many New Yorkers have been shocked to open their latest Con Ed bills and see a number that's two or even three times larger than the previous month, even if they didn't use more electricity. WNYC's Danny Lewis spoke with host David Furst about why this is happening and what ratepayers can do about it.
