New York Times metro investigative reporter Brian Rosenthal and Nicole Gelinas, senior fellow at the Manhattan Institute, a contributing editor of City Journal and a New York Post columnist, preview Tuesday's panel discussion exploring the issues raised by Brian Rosenthal's New York Times investigation of why New York City subway construction is the most expensive in the world.
