The FCC plans to vote soon on whether it should regulate the Internet as a public utility. Tim Wu, Columbia Law School professor, net neutrality advocate (and Zephyr Teachout's running mate in last year's gubernatorial race), discusses the latest version of its net neutrality proposal.
