NYC councilmember calls for changes after recent 911 outage in the Bronx

The chair of New York City Council's public safety committee says he plans to propose legislation to improve how city officials respond to 911 outages.
His call for change comes after city officials say a routine software upgrade at a Bronx call center left hundreds of callers unable to speak with 911 dispatchers for hours in August. The technological glitch follows years of delays to a promised upgrade of the city's 911 system.
Councilmember Oswald Feliz, the chair of the public safety committee, joins WNYC's Sean Carlson to talk about the path forward.
