How NYC handles crises in a post-9/11 environment

The way New York City plans for future emergencies and disasters has changed since 9/11. The terrorist attack highlighted how critical it is to ensure essential city services keep moving during crises. That need led to the formation of the Continuity of Operations Program. Clay Garner, the director of Continuity and Mission Assurance at New York City Emergency Management, joins WNYC's Tiffany Hanssen to talk about what that program does to help keep New Yorkers safe.
