In New York, both Mayor Michael Bloomberg and Governor Andrew Cuomo released updated damage estimates for Sandy. There was a key difference in their calculations.

Governor Cuomo presumed the federal government will cover all of the FEMA-related costs. Bloomberg assumed that the state and city will pick up part of the tab.
