Is paid family leave good or bad for business?

Senator Kirsten Gillibrand introduced the Family and Medical Insurance Leave (FAMILY) Act, which among several things would prevent employers from firing an individual for taking 12 unpaid weeks off to care for a newborn child or deal with a serious illness.
