Bruno on Congestion Pricing

Mayor Bloomberg's last-minute lobbying effort in Albany ended without the approval of state legislators for his congestion pricing plan. Democrats in the State Senate refused to vote on the measure and the Democrat-controlled Assembly wasn't even in Albany.

REPORTER: The setback may kill the city's chance at $500 million in federal transportation funds. Assembly Speaker Sheldon Silver says he wants to create a commission to study the mayor's proposal and others. He says Bloomberg, Senate Majority leader Joe Bruno and Governor Spitzer have all agreed to sign a letter to the federal government, about the commission. Still Bruno - who pushed hard for congestion pricing - wasn't thrilled with Silver's last minute maneuvering.

REPORTER: Negotiations are still underway as the mayor tries to revive the plan to charge drivers who enter parts of Manhattan during peak hours.
