Traffic Congestion, Parking Remains a Problem

A new study has found that more than half of the drivers in midtown and downtown Manhattan don't pay for their parking, while everyone else pays for the congestion.

REPORTER: Thirty-eight per cent of drivers get free parking or are reimbursed for it through their jobs. Another 19% find street parking without meters. Transportation Alternatives, the group that commissioned the study, says the availability of parking encourages too many New Yorkers to drive.

WHITE: They have government parking placards. Their parking is reimbursed by their employer, or they're parking on our free curbsides.

REPORTER: White says not exploring other forms of transportation means more traffic and pollution for the city. The study findings were based on a survey of more than 1,600 drivers.
