Days Before He Was to be Promoted, Top NYPD Official Steps Down

The New York Police Department's Chief of Department is stepping down, just days before he was to be promoted.

Phillip Banks III announced his resignation Friday after 28 years with the department. He had been slated to become the department's First Deputy Commissioner, but later told Police Commissioner William Bratton he changed his mind.

"After great contemplation, discussion with his family and thinking about the position that he opted that he did not feel it was for him," said Bratton in an interview with NY 1. 

Banks was the department's highest uniformed officer and highest-ranking African-American. 

In a statement, Mayor Bill de Blasio said he was disappointed in Banks's decision.

"He has served New York City admirably during his nearly 30 years on the force, and we were enthusiastic about the leadership and energy he would have brought to the position of First Deputy Commissioner," de Blasio said.
