Rep. Hakeem Jeffries has been openly criticizing Mayor de Blasio for his policies concerning the NYPD. Capital New York reporter Azi Paybarah writes that some see the congressman as leading a movement of black leaders who have cooled on the mayor -- and wonders if he's planning to run for mayor in 2017.Â
