MTA's Joe Lhota: A Man With A Subway Plan

New Yorkers are frustrated by the seemingly incessant delays and service disruptions with the New York City subways. On Tuesday, MTA Chairman Joe Lhota unveiled his plan to change that. It's called the NYC Subway Action Plan and provides an immediate plan of attack to increase reliability and capacity, and enhance stations. Lhota discusses what his plans are, when they will take effect, and where the funds will come from.
