New York City's daily rate of positive tests rose above 3 percent this week, the highest it's been in months, before falling back down to under 1% Wednesday. Elizabeth Kim, senior editor for Gothamist, and Irwin Redlener, professor of pediatrics and director of the National Center for Disaster Preparedness at Columbia University and co-founder of the Children's Health Fund,  talk about what the fluctuation in numbers mean, and whether city dwellers should expect a second wave and more restrictions as the weather gets colder.
