The city's outdoor dining program - known as Open Restaurants - has been thriving since the pandemic made some people leery to eat inside restaurants. But Beth Fertig, senior reporter for WNYC / Gothamist, reports that some restaurants outside Manhattan and other trendy neighborhoods haven't been able to take advantage of the program and explains why.
